The policy pursued by the administration of President Jules Wijdenbosch in the last two years has brought about a national crisis of an unparalleled size within nearly every domain and aspect of the Surinamese community. This crisis is characterized among other things by:
b. impoverishment of the population;
c. moral and ethical decline;
d. increase of criminality;
e. corruption, abuse of power and eradication of institutions ,and
f. erosion of legal security.
Having been created in this way, this regime tries to maintain itself
with the most condemnable means, such as nepotism, corruption and intimidation
by armed groups. In doing this, the government does not hesitate to undermine
the pillars of the constitutional state by treading on the constitution,
damaging or actually abolishing independent constitutional institutions
such as: the Auditor’s Office of Suriname, the National Assembly and the
Court of Justice.
The structural efforts of the administration in casu the Executive to submit the Legislature and the Judiciary threatens the hard-won democracy, and has turned into an illusion the aspirations of the Surinamese Nation to line in the row of nations as a worthy member of the World community.
The Wijdenbosch administration has down-graded the worthy role democratic Suriname has always played in the United Nations, in the of Non-Alligned Movement, in The Organization of American States, and in the Caricom to the most blatant deception of the World community and particularly of companion nations in the region .
The disastrous economic, budgetary and monetary policy of the current administration has brought the Surinamese People straight in a situation of desperate poverty without any prospect of restoring it. Should Suriname be able to have played a leading role in aiming at a common market within in the Caricom and the Americas, this policy of the Wijdenbosch administration has now down-graded the country to a potential weak link undermining the American Nations’ aim of the Free Trade Association of the Americas
The Joint Opposition in the National Assembly consisting of the majority of the parliamentary opposition, the Joint Trade Unions, consisting of the majority of the trade unions and the Suriname Trade & Industry Association, consisting of the majority of the employers’ organizations in Suriname, have called the administration to restructure its policy several times.
Other functional groups such as the Committee Christian Churches (CCK), the Organization for Justice and Peace (O.G.V.), Women’s Organizations and Students’ Organizations have urgently called the Wijdenbosch administration to come to another policy which is more directed to the people. President Jules Albert Wijdenbosch and Vice-President Pretaapnarain Radhakishun have repeatedly refused these calls categorically in a most arrogant manner.
The Joint Opposition in the National Assembly, The Joint Trade Union
and the Suriname Trade & Industry Association have therefore proceeded
to proclaiming THE STRUCTURED COOPERATION which aims
at inducing the Administration to resign and thus clearing the way for
an administration that will lay the foundations for restoration and development
of a healthy socio-economic, working and social climate in Suriname.
The Structured Cooperation takes this opportunity to express its feelings of the highest esteem.

La Cooperación Estructurada consistiendo de :
La política que el Gobierno del Presidente Jules Albert Wijdenbosch está ejecutando desde hace dos años ha conducido a una crisis nacional de tamaño desconocido en casi todos los terrenos y aspectos de la sociedad.
Esta crisis se manifiesta entre otras cosas por:
El régimen así constituido trata de mantenerse en el poder por los medios más rechazables como nepotismo, corrupción e intimidación por grupos armados.
El Gobierno se atreve a socavar los pilares del estado constitucional
pisando la Constitución, atacando o hasta eliminando de hecho los
institutos independientes mencionados en la misma como la Cámara
de Cuentas de Suriname, la Asamblea Nacional y la Corte de Justicia.
Los esfuerzos sistemáticos del Gobierno, en caso el Poder Ejecutivo, dirigidos a someter El Poder Legislativo y el Poder Judicial, hacen que se pone en peligro la democracía conseguida con tanta lucha y restablecida con tanto trabajo y se vuelven ilusorias las aspiraciones del Pueblo de Suriname colocarse como miembro digno de la Comunidad Mundial en la fila de los Pueblos.
El papel digno que un Suriname democrático siempre ha desempeñado en Las Naciones Unidas, en el Movimiento de los Países no Aleanados, en la Organización de Estados Americanos y en la Caricom, ahora, por la actuación del Gobierno de Wijdenbosch, se degrada al engaño más grosero de la Comunidad Mundial y de los pueblos hermanos de la Región.
La desastrosa política económica, presupuestal y monetaria del actual gobierno ha llevado al Pueblo de Suriname directamente a una situación de pobreza tremenda sin perspectivas de recuperación .
Así Suriname se ha decaído de un potencial puesto avanzado en los esfuerzos del mercado común en la Caricom y en las Américas a un potencial eslabón débil que mina los esfuerzos de las Naciones Americanas dirigidos a la creación de la Aerea de Libre Cambio de las Américas.
Los conjuntos Partidos Políticos de la Oposición, consistiendo de la gran mayoría de la Oposición Parlamentaria y los partidos políticos que representan, el Conjunto Movimiento Sindical, consistiendo de la gran mayoría de los sindicatos del país y la Asociación de Empresarios de Suriname, la mayor organización de empresarios en Suriname, muchas veces en declaraciones separadas han llamado al Gobierno cambiar su política.
También otros grupos funcionales de la sociedad Surinamesa como el Comité de Iglesias Cristianas, La Organización por la Justicia y la Paz, organizaciones de mujeres y de estudiantes han hecho un llamamiento urgente al Gobierno de Wijdenbosch llevar a cabo otra política que sea más en el interés del Pueblo.
El Presidente Jules Albert Wijdenbosch y el Vice Presidente Pretaapnarain Radhakishun cada vez, y de la manera más arrogante, han rechazado categóricamente estos llamamientos.
La Conjunta Oposición, el Conjunto Movimiento Sindical y La Asociación
de Empresarios de Suriname por eso proclamaron el día 22 de octubre
de 1998, La Cooperación Estructurada con el objetivo de convencer
al Gobierno de dejar el poder voluntariamente y así dar paso a un
Gobierno que sentará las bases para la recuperación y el
desarrollo de un sano clima social – económico, político,
de trabajo y de vida.
La Cooperación Estructurada se aprovecha de la oportunidad de expresarles sus sentimientos de la más alta estimación.

geproclameerd op 22 oktober 1998
biedt U zijn complimenten aan en vraagt Uw aandacht voor het volgende.
Het beleid dat door de Regering onder leiding van President Jules Albert Wijdenbosch in de afgelopen twee jaar is gevoerd, heeft geleid tot een nationale crisis van ongekende omvang op vrijwel elk gebied en in elk aspect van de samenleving. Deze crisis manifesteert zich onder meer door:
a. vernietiging van produktie-infrastrukturen en werkgelegenheid;
b. verarming van de bevolking;
c. moreel en ethisch verval;
d. toename van criminaliteit;
e. corruptie, machtsmisbruik en vernietiging van instituties;
f . ondermijning van rechtszekerheid.
De gelegenheidsmeerderheid, die gebruikt is om de huidige Regering, in strijd met de daadwerkelijke keuze van het electoraat, een basis van legitimiteit te verschaffen, is geleidelijk aan afgebrokkeld tot een marginale meerderheid in De Nationale Assemblée, het hoogste volksvertegenwoordigend orgaan in de Republiek Suriname.
Met de meest verwerpelijke middelen, zoals vriendjespolitiek, corruptie
en intimidatie door gewapende groepen, probeert het regime dat aldus is
ingesteld, zich te handhaven. De Regering schroomt daarbij niet, om de
pijlers van de rechtsstaat te ondergraven door vertrapping van de Grondwet,
aantasting of zelfs feitelijke uitschakeling van de daarin aangegeven onafhankelijke
instituten zoals: de Rekenkamer van Suriname, De Nationale Assemblée
en het Hof van Justitie van Suriname.
Door de systematische pogingen van de Regering, i.c. de Uitvoerende Macht, om de Wetgevende Macht en de Rechterlijke Macht aan zich te onderwerpen, komt de zo hard bevochten democratie in gevaar en worden de aspiraties van het Surinaamse Volk om zich als een waardig lid van de Wereldgemeenschap te scharen in de rij der volkeren tot een illusie gemaakt.
De waardige rol die democratisch Suriname steeds heeft vervuld in de Verenigde Naties, in de Beweging van Niet-gebonden Landen, in de Organisatie van Amerikaanse Staten en in de CARICOM wordt thans door het optreden van de Regering Wijdenbosch gedegradeerd tot de meest grove misleiding van de Wereldgemeenschap, in het bijzonder van de broedervolkeren in de Regio.
Het desastreuze economisch, budgettair en monetair beleid van de huidige regering heeft het Surinaamse Volk regelrecht doen belanden in een toestand van uitzichtloze armoede zonder vooruitzicht op herstel. Suriname is zo vervallen van een potentiële voorpost in het streven naar de gemeenschappelijke markt in de CARICOM en in de AMERICA'S, tot de potentiële zwakke schakel die het streven van de Amerikaanse naties naar de Free Trade Association of the America's ondergraaft.
De Gezamenlijke Oppositie, bestaande uit het overgrote deel van de parlementaire oppositie, de Gezamenlijke Vakbeweging, bestaande uit het overgrote deel van de werknemersorganisaties en de Vereniging Surinaams Bedrijfsleven, de grootste werkgeversorganisatie in Suriname, hebben meermalen in afzonderlijke verklaringen de Regering opgeroepen tot ombuiging van haar beleid.
Ook andere functionele groepen, zoals het Comité Christelijke Kerken (CCK), de Organisatie voor Gerechtigheid en Vrede (O.G.V.), Vrouwenorganisaties en Studentenorganisaties, hebben op de Regering Wijdenbosch het dringend beroep gedaan om tot een ander en meer op het belang van het Volk gericht beleid te geraken.
President Jules Albert Wijdenbosch en Vice-President Pretaapnarain Radhakishun hebben telkens op de meest arrogante wijze al deze oproepen categorisch afgewezen.
De Gezamenlijke Oppositie, de Gezamenlijke Vakbeweging en de Vereniging
Surinaams Bedrijfsleven zijn daarom op 22 oktober 1998 overgegaan tot proclamatie
van het GESTRUCTUREERD SAMENWERKINGSVERBAND met het doel de Regering
te bewegen af te treden en aldus de weg vrij te maken voor een regering
die de basis zal leggen voor herstel en ontwikkeling van een gezond sociaal-economisch,
politiek, werk- en leefklimaat in Suriname.
Het Gestructureerd Samenwerkingsverband maakt van deze gelegenheid
gebruik u haar gevoelens van de meeste hoogachting kenbaar te maken.
